2000 model 200 Ocean Pro timer base

I have been chasing down a rough idle problem and a sputter in the mid RPM range.

Today I was looking at things under the cowl. I check the butterflies were all shut and that the timing pickup roller had a gap between the roller and the cam. I forget the spec, but the gap was tight and the roller could still spin (new roller).

While I was looking at these things I observed a few things. One is that the mark on the cam is about 1/8" forward of the center of the post the roller is on with the specified gap. To my knowledge the timing on this engine has never been touched because all the factory paint dots are still on the nut and bolt threads.

Another thing I noticed is that the timing base does not move freely. You have to push pretty hard to get it to move? Is that normal? It does move though and if you advance the throttle, it moves, just slowly...
 
Make sure the spring is not gunked up in spark advance tube....wont cause a rough idle. Check the top intake manifold to see if rubber cap over nipple is cracked.Its on the inside of manifold next to #4 carb
