2000 Johnson 50HP going into safe mode

Posting on behalf of my husband to see if anyone has suggestions for him to try as we bought a used pontoon boat with a 2000 Johnson 50 HP model # J50PLSIG that keeps going into safe mode. VRO harness and system have been unhooked, new spark plugs, new wires, and unhooked temp sensor and it is still in safe mode. Horn and warning lights work on startup. No horn or warning lights are on when it's in safe mode. The Tach has never worked since we bought it. Any help would be appreciated.

How does it go into " safe mode " with temperature switch disconnected??------There may be serious issues with this motor.-----I suggest you post the actual cylinder compression values.-----Then see if spark will jump a gap of at least 3/8" on both leads.----A test device is used to check maximum spark output.-----Did you install a new water pump impeller before your first boating adventure ?
 
It was in safe mode and then i disconnected temp switch to see if it was a faulty switch. Verified non overheating with infrared thermo. water pump and impeller new. Compression is 150psi both cylinders. Spark values are good on both.
