2000 Johnson 225hgl 1500$ bill still same symptoms

Hi guys, so my boat wasn't getting past 1500rpm after I changed the carrier that holds the 2 seals that keeps oil in and water out of the lower unit. I was 99% sure I put it in right but mechanic said it was upside down preventing exhaust coming out. But after 10 hrs at 100$ a hour they found my bottom cylinder washed out so they changed my power head gasket and checked my carb reefs. They ended up putting a used carb on because they said mine was leaking. All ignition checked out I'm assuming. My no oil light was also,coming on so they unhooked it and I just mixed my gas oil. I drained all my gas when I got it back and added 6 gallons and took it out for a test run. It started and took off awesome. It actually went fast and higher rpm then the day I bought it. I drove for about 5 mins turned it off and fished for about 30 mins. I started it back up and it went into gear and when I hit my hot foot it tried to die like no gas. I tried 3 times then just babied the gas and it took off. Ran fine again at wot. Stopped rpm went below 1500rpm and it bogged down again like before I sent to shop. I just held wot on pedal for 20 seconds and it climbed to 1600 then 1700 2000 then planed out and ran fine. Turned off fished for a hour tried to start same thing tried to die like no gas. Put engine all the way down with exhaust in water and it didn't die but bogged at 1500. Pumped ball nothing different. Had partner lay on front deck and it started going up in rpm slowly and got past 2000 and took off again. In 8 hours and 20 different stop and goes maybe 5 times it took off with no bogging. 10 times tried to die before I could press gas and 5 times bogged at 1500 for 10-20 seconds and took off. If driving fine at wot and j dropped below 2000rpm and didnt turn it off half the time it would bog down and act up and the other half it wouldn't bog down.
 
Find a different mechanic. The carrier in the lower unit should not have caused that. Unless you have a 1969 or 1970 V-4.
 
I installed a clear gas line from behind the filter and primer ball. I emptied filter and pumped the ball. I feel like my carb floats were full because as soon as filter got full the ball was hard. Half the hose has a huge air bubble in it about 4 inches long. I took hose off filter and primer the line full of gas before putting back on the filter. Spilled some gas doing this and couldn't get the air bubble out.
Is this air bubble common or is this why it's working some times and acting up others.
 
You're going to have to figure out why the air bubble is there. Bad fuel line, leaky connection on connectors or what ??
