2000 Johnson 200 Ocean Pro overcharging

Hello,
I am having an issue with my engine overcharging the system once the engine reaches 3000 rpm and above. At idle speed the voltage output is 14.4 at the starter solenoid and 14.2 at the battery, once the engine goes above 3000 rpm the voltage output reads 18.2 at the solenoid and 17.9 at the battery. Tried the work arounds that CDI said to try with the same result.

Does anyone have any ideas of where to look next? I did remove the regulator and sent it back to CDI to check it out.

As a follow up, CDI tested the regulator and found it to be defective and sent me a new one. I installed the regulator Wed and took the boat to the ramp yesterday to test, now the tach doesn't work and the system is not charging. (The tach and charging system worked before it was just overcharging). Called CDI again while at the ramp and ran through a few test and now another new regulator is on the way. Has anyone else had issues with CDI parts? This is the third regulator since Jan. the first had a bad tach circuit, the second was overcharging, now this one is doing nothing. Should I just bite the bullet and buy OEM parts from now on? That being said CDI has been very good to work with.
