2000 Honda BF30A ruff idle

I recently clean my 3 carbs on my 30 hp because it had been sitting a while but now that I got it going it idles super ruff and about shakes the boat apart. I thought maybe a dead cylinder so I cranked it and started pulling plug wires off. I can pull cyl 1 (top) or cyl 3 (bottom) wires off plugs with no difference it continues to run unchanged. But if I pull cyl 2 (middle) off it dies immediately. While I have cyl 1 or cyl 3 wires off I can hear the plug on the wire clicking. Once I get it right above idle (which the low end power is not good) the shaking stops and it runs fine half throttle and above.
 
Did you balance the carbs after the cleaning? If not, that is most likely your problem. These carbs MUST be balanced with one another or the engine just won't run correctly.
