200 hp evinrude ocean pro high idle

I have a 1993 evinrude ocean pro 200 hp that is idling at 1100-1200rpm in the water in neutral. My cold start primer is not working correctly but motor will start after bulb prime and adjusting the red lever. The throttle plates are fully closed. Any suggestions on what the problem may be.

yes absolutely once engine is warm

Today I started the motor and disconnected the white/black wire that runs from the power pack to the thermostat. No change in idle. I also connected the white/black wire lead from the power pack to my volt meter and grounded. I got no beep as I did when I tested the other wires from the power pack. Does this indicate a bad power pack?

I am still stumped on this high idle issue. I have linked and synced and still idling at 2200 rpm. Could this be a power pack issue? Any advise would be appreciated.
 
You need to ground the wht/blk wire on the pack side, disconnecting it will not do anything. Also check that you have power out on orange wires from power coil on stator

If the quick start is broke/dont work what part is the correct to replace ?
Is this function build in to the powerpack or is is it a separate part ?

Bama91 The power pack gets a signal from the temp sensor on port side head to idle down when a set temperature is met
