1998 BF15A starting issues

I have a honda bf15a with starting issues. It sat up for a while and a friend gave me boat, motor, whole 9 yards. So far I've tore the carb down completely dipped, cleaned, blew out all jets and parts then reassembled. I replaced the fuel tank, hose and primer bulb. Motor started everyday for a few days 2 pulls tops no problems. Then out of no where it won,t start. Its almost like a flooding problem. All i do is pump the bulb till tight pull coke and try to pull start the motor with no result. Then again maybe tomorrow it will fire right up without a problem and run like it stole something. Any suggestions?
 
Make sure you have spark. Put in new plugs. If the plugs are wet, maybe you are flooding it because of a stuck needle valve or float in the carb. Check/wiggle the electrical connections on the side of the motor. I had a 1993 15hp Honda it would not start once in a while, I would wiggle and sometimes actually have to disconnect the plug and plug back in, it would start and run for a couple days and then have to do a repeat. I got tired of the hassle and sold it. Told the guy who bought of the problem, have never heard back from him.
 
If you didn't replace the gasket set when you cleaned the carb (item 1 in parts link below) I would go back and do that. The o-ring at the top of the jet set tube (item 11 in the illustration) is pretty critical and should not be re-used. Also, it needs to be lubed before inserting it into the bore cavity too or it can be damaged.

You may not have gotten all the scale deposits out of the jet set tube either and there may be an almost microscopic piece of debris floating around in there causing your intermittent problem. It can be nearly impossible to get that tube cleaned thoroughly. If there is any doubt, I always replace that part.

If you did not remove the idle screw (item 5) and pressure wash that circuit with carb spray, go back and do that.

If it were me, I would replace the gasket set (item one), the jet set (item 11) and the float set (item 2). That would make this free boat now become a $60 boat but it would probably be much easier to use. Good luck.
