1996 Mercury 115 WOT problem POSSIBLE SEIZE??

I have a 1996 Merc 115 that runs and idles great but at WOT it will only run great for about 2-3 minutes then dies. It is almost like it seizes. The motor will turn over but the starter is working hard to make that happen. Won't start for about 10 minutes then it will fire back up, idle fine and run for another 2-3 minutes at WOT. Water pump and fuel pump are working and new. I checked the compression and cyl 1,2,4 @ 110 and 3 @ 60. Would a cylinder at 60 psi cause this?

On one side of the motor there is a big cover ( 26 screws or so ) the exhaust cover.----Remove that cover to inspect pistons rings.------This failure is sounding expensive to me.----Have you verified that oil injection is in service and actually working ??
 
Would I be able to tell if the oil injection system is working correctly by looking at the plugs?

They look like they were hot.-----But take that cover off !!----Easy to do and will tell the story.----Did I say---" sounding expensive " on this failure.
