1994 Honda 25 four stroke engine not idling properly-no power

Just purchased this motor (attached to boat) that hasn't been used in 5 plus years. I have replaced the entire fuel system, spark plugs and still not running right. Put boat in water, stalls under load. Could this be an electrical problem? Running out of things to replace.
 
Sounds like the normal older Honda problem which is that the carbs need stripped off and properly cleaned. Due to the carbs having such tiny holes in places then they can block up with residue from modern fuel. Dismantle the carbs and leave them to soak overnight in a decent carb cleaner and then blow all holes through with a can of carb cleaner. Make sure you replace all the paper gaskets rather than reusing the old ones as they`re vital for a proper seal on the induction system. Also check the black plastic spacers for any cracks as these can cause a problem as well. If they are then they must be replaced due to reduced pressure being drawn through the carb.

As i have my own ultrasonic cleaner then i soak my carbs overnight and then run them through the ultrasonic before blowing everything through.

If you want to test if it is blocked carbs and you can put your boat in the water then try putting the choke on and off quickly a few times when it starts to struggle and it should get through the point where it`s struggling.

There is an EXCELLENT Honda carb repair manual that you can buy for around $35 to $40 if you haven't done this before. Well worth every penny if you are going to do the work yourself.
