1993 OMC Cobra 5.0 4 winns trim issue

My lower trim pump motor is turning but the trim is not going up or down. It is currently in the upright position. Has anyone come across this issue and remediated it or have any suggestions? Your help is greatly appreciated.

I assume that you already checked the fluid level and it is good. The way it works is the motor runs in one direction for the trim to go up and reverses direction to run it down. So if it runs in both directions you can rule out wiring.
