1992 Johnson 200 HP C Carb Float Setting

Can someone tell me what to set the float level at ? I've rebuilt all 6 carbs and set them level with the bowl per the Seloc manual obviously this is incorrect because now when I till the motor up it dumps all 6 float bowls out the overflow into the air chamber. I still had 2 of the old floats and needles reinstalled them and checked they were at 6 and 8/32 from the top of the float bowl. I also seen in a earlier thread where someone was saying to take the washer out from the needle seat. Does this pertain to my carb also ?
