1991 Mercury 25hp won't start

I just "unwinterized" my boat with 1991 25hp Mercury and motor will run but will not start by key. Starts fine with the pull cord. Battery is showing 12volts. I removed the starter and it works using the battery directly. With the key on I have power back at the motor but not to the starter. Any idea what could be causing this problem?

Check your main fuse in the wiring harness

Bad solenoid?

Fuse or neutral safety switch...if it clicks and don't try to start check solenoid.
