1989 mercury 70 in goes forward in reverse

Having an issue with a 1989 mercury 70hp where when I put it in reverse it’s in forward and when I put it in forward it is in forward cannot figure it out! It’s not the cables I have checked!

Shift and throttle cables mixed up ?----How did it work for you last season ?----What work was done on the lower unit ?----Water pump impeller change ?------

changed the impeller. Throttle cables have not been messed with at all

Did you remove lower unit with control in neutral ?

Yes I did!

They often jump into forward when you are not looking.---Spring loaded clutch dog.-----So drop the lower unit again.----Turn ( with visegrip) shift rod CCW till you find neutral.---Reassemble.

tried that didn’t work I have been working on it for a week and can’t figure it out
