1989 Evinrude 200XP Miss issue

We have completely rebuilt a 1989 Evinrude 200XP. (E200STLCEB) It has a new bore (all 6), pistons, rings, bearings, power pack, coils and carbs rebuilt. We are dealing with a miss and we believe we've narrowed it down to the port bank. We have double checked grounding. Checked the regulator and checked timing without success. The port side spark plugs continually become oil soaked. We've noticed an arc emitting out of the carbs at the time of the miss. We've also discovered a small chip missing from the corner of one of the flywheel magnets. We have good spark on all the plugs.
