1986 evinrude 30hp console steer

Recently pick up a small 15 fiberglass bass boat and it had a evinrude 30hp on back hours unknown only 2 owners and was garage well kept. When I received the boat the man let it sit for 2 years in shop no cranking. I started by a general service new prop, plugs, wires, foot oil and impeller. Also bought new throttle cables and steering cables. The work was all done by a mechanic here in my town, since it needed new cables. Took it out and it would die with throttle. Returned to mechanic they replaced the choke system with the red lever checked compression and rebuilt carb. Took it out again would run but then after fishing with motor lifted it will not crank and run. Returned yet again they replaced all fuel lines found fuel lines were wrongly placed and rechecked carb and replaced chock system yet again. They then told me they ran the boat at the lake and was good to go. Same thing happened again after fishing in a spot for about 2 hours motor would not crank. Mechanic told me he had never seen anything like it and said next step was head gasket. Has this happened to anyone? Anything I could be doing wrong? I’m stumped on it too, only thing I can think of maybe the metal gas tank built into boat or maybe air locking?
 
Wait a minute: head gasket, because it won't crank? If it won't crank at all, make sure it's in neutral and that you have 12V to the starter. It could be the neutral safety switch or starter solenoid or damaged wiring. If it has 12V to the starter, then the starter could be the issue. Fuel problems shouldn't affect it cranking or not.

It will crank and run, just has doesn’t want to crank after ran. You could run it all day but the moment you turn it off it doesn’t want to crank back till it’s completely cold, almost like it gets flooded.
 
A good mechanic will know what to look for on this motor.----Perhaps a manual will give you an understanding so mechanics like your first one will not baffle you !!

When you say Won’t Crank Back do you mean it won’t fire?Dont think flooding has anything to do with it not cranking.
 
Wanted to give s update for you guys just in case someone else has this issue. Took it to another mechanic today and they fixed within a couple hours. Previous people didn’t set low pressure jet in all the way. While running they said it was probably spinning and that’s probably why it wouldn’t crank back up might have either leaked fuel or out of adjustment. They also fixed the choke plate stating it wasn’t set right either motor run like a charm in tank. Said they will take it out tomorrow and run it around lake. Thank you everyone their help! I personally don’t feel good touching small carbs
