1983 v6 mercury outboard HELP REQUIRED

Hi all , I have a 1983 v6 merc australia serial number 6220433, my problem is once i go over 3900rpm the engine bogs down, once i give it more throttle it gets worse and sometimes cuts out. Runs perfect below 4000rpm's. This is what I have replaced thus far...new stator, 2 x power pack's, plug's and leads, ignition coils x 6, trigger switch and serviced fuel pump, set the timing a per specs and double checked, clean fuel, new fuel lines and primer bulb, compression test are cylinder 1,2,3,5,6 between 117 and 119 and cylinder 4 110psi.
carby's all seem clear but haven't serviced them as yet, i don't have a problem with a powerhead rebuild but would like to know if anyone else had this problem before carrying on diagnosing.
Any help would be greatly appreciated as I've gone this far.
 
Hi, I disconnected the rectifier and also tested with a portable tank bypassing the fuel filter,still no joy, I'm going to install a pressure guage on the top fuel line after the fuel pump , manual says it should pump fuel at around 3psi.
I live/work on a remote island community off the coast of the northern territory, so a marine mechanic is not an option and will just have to nut it out myself, i also might install a low pressure fuel pump if the fuel pump is under spec, wondering if the vaccum/pulse line is blocked from the crankcase.
ive ordered a gasket kit from the US for the carbs but they'll take a couple of weeks to get here...
 
I checked the link and sync timing again and noticed that when the max advance screw hits the stopper the butterflies are only slightly open approx 1/6 of the way open, I would have thought they would be at least 1/2 way open
they then fully open when you continue to pull throttle arm
does this seem right? Doesn’t to me
