1981 Evinrude 115 rough at low speed

So I did do a couple of tests using the oscilloscope.
Other than confirming my Tach is not to far of, I didn't learn
anything useful (yet).
I do have one observation I like to get your opinions on.
When checking the voltages and waveforms on the orange
wires from the power pack to coils I got (with the DVA) 2.9 volts
and the waveforms were just spikes (pretty much as expected).
This is in contrast to the CDI troubleshooting guide which suggests
I should have 150 volts as measured with the DVA on the orange
wires.

Any thoughts on this?
