1979 Mercury 200

Hi! I have a 1979 Mercury 200 with 150 hours on it. It has sat for the last 18 years. It fires right up, but it’s not pumping water out of the tell tale hole unless it’s at high rpms. When the water does come out, it’s extremely hot. I replaced the water pump, impeller, thermostats, and poppet valve. It still continues…I’m afraid to harm the motor. Any suggestions?

Pinch closed the hose from "p" indicator to exhaust plate. If it "p"s the exhaust plate aket is bad...
