1978 mercury 150 reving issue

Ok, the motor is a little hard to start but idles perfect once started, if using the throttle arm it sounds a little rough when reving and does not rev quick or to full rpm, if you throttle it foward a little and go hit the throttle rod on the carburetors it revs fast smooth andquickly, not completely perfect but that's probsbly due to the timing not advancing by just using the carbs manually, it ran perfect before and I have not jacked with the timing but I did have to put a new throttle cable on recently and now this is what it does, I don't see how that could be the culperate though being it can only go on one way. Please help, thanks
