Im new to the boat thing but I'm having trouble so if I go full throttle like for 15 to 20 min then it like bogging down could it be the power pack getting hot

A 1978 will have dual packs...highly doubt it.

Could be lack of fuel tank venting. What kind of tank do you have? Could also be a weak fuel pump. Can check that by pumping squeeze bulb when symptoms begin.

Could it be that it's overheating and going into SLOW mode? Don't know when that feature was introduced. Maybe check to see that cooling water is pumping where it needs to go.

What-----No such thing a S.L.O.W. in 1978.----Did not come out until about 1989.----

Do a cylinder drop test on it when it's acting up.
