Water cooling BF60a not working / clogged

After the winter storage we changed the impeller and oils. To make sure everything was working, I placed a barrel of water under the engine, but no water came out of the control outlet. Then I connected a garden hose to the flush connection, but no water came out of the engine or control outlet. It seems to be clogged. Does anyone have any idea how to fix this?

I'm not familiar with the BF60 A so please excuse my ignorance. Just trying to understand your problem and see if I might be able to help.
When you say "control outlet" do you mean the water tell-tale fitting (water check) at the rear of the outboard? Some people call it the "pee stream" where water comes out when the engine is running.
 
In the barrel was the water level ABOVE the impeller??---Is the motor running hot , yes or no?-----Tested the overheat alarm?

The water inlet was under water, I'm not sure if the impeller was also under water. I let the motor run for 1 minute. no alarm, no water from the water tell-tale. Did not check the overheat alarm. Tried to flush the engine from the inlet hose, but no water was going through.
 
The few times I have help service these engines it's not unusual to get an air block in the lower unit when using a barrel. While running at idle lift it out of the water very briefly several times, then bring accelerate rpms back and forth.

Oké, worth while to try. Can you explain why the water won't go through the inlet hose. Same air block??
 
Pump is NOT self priming.----Water MUST be above the impeller in your test tank !!-----May have damaged the new impeller.
 
have to arrange an other barrel. Mine is not deep enough. But still the Honda Cooling System Flush Procedure doesn't work either.
