2000 Mercury 4-stroke sometimes acts like there is a short circuit or bad battery

Ever since I purchased a new boston whaler with a Mercury 4 stroke engine in 2000, I have had an intermittent problem where I would turn the key and there would be no starter motor sound. I just see the charging gauge peg in the negative position like there is a short circuit. If I try adjusting the trim, nothing would happen. I would then disconnect the positive battery connection, wait a few seconds and then re-connect it. Then the engine would start and all is well. This has always worked but I'd like to figure it out. I have brought it into a mercury certified shop and they could not figure it out since it happens so infrequently. Any suggestions? Thanks.
 
Either number 10 or 12..I am leaning towards relay
