80s Johnson 140hp trim won't go up but the pump is pushing fluid

I just bought this 140 hp Johnson and installed it on the boat the previous owner said the trim didn't work but he didn't know why so I fixed the wires up and the pump turns on and is pushing the two smaller pistons up and down as long as there is no weight from the motor on them. But the center larger piston won't do anything. I have pulled the filler bolt out and added fluid but it didn't accept much in to the reservoir. and I pulled the lower line that goes into the center piston to see if I was getting any flow and when I hit the button fluid shot out so I'm getting flow from the line in the bottom of the large piston but it still won't go up. Please help it's been a year since I have been able to take it out.
 
There is a access hole near the lower portion of the starboard transom bracket. That is the access hole to the manual release valve. Make sure that it is screwed in securely.

Also, after filling the reservoir, using a rag or something as a seal, around the air nozzle.... shove the tip of the nozzle in the reservoir fill hole and apply 7 to 12 pounds of air pressure to force the fluid under the oil pump.

DO NOT use excessive air pressure! It is a common problem that a air pocket can be trapped under the oil pump and this procedure corrects it when needed.

Joe thank you for the quick response. The release valve is tight. I have been using it to make it easier to lift the motor in the past. I also have a little nipple attachment that screws into the filler hole so I can pump in the fluid but still no success. I just took out the shuttle valve to make sure the o ring were good and it looks great. I have been trying all day today to get some other action then just the two little pistons to move but I'm at a loss.
