have you loosened any fittings at the cylinder and briefly powered the motor up to see if any fluid is spurting out - (carefully) on the "down" line? Should be the top one.. If the reservoir is full, motor is spinning and nothing is coming out then theres something screwed up or bypassing in the pump. Or the line is plugged.
Or try disconnecting the all lines at the cylinder and manually move cylinder up and down and check for binding. Just brainstorming ideas....

If the motor is running fine is it running in both directions? If you put positive to green an negative to blue it runs in one direction; swap the leads and it should run in the opposite direction; does it? If not, then you have a motor that has gone south on you.
