3V2(MFS9.8A3) Will NOT Stay in Neutral

MFS 9.8A3 Will NOT stay in neutral, will go into forward on its own.
Backstory - I had the lower unit apart, to replace a leaking prop shaft seal and the impeller. While it was apart, replaced upper water pipe seal, gaskets/seals/o-rings under water pump, o-ring inside prop shaft housing, I think that was it.
Now, when running, it will not stay in neutral, wants to go in forward on its own. If you hold the shift lever, on the backside of neutral (towards reverse) it will stay in neutral. Let go, into forward it goes.
I turned the "knuckle" on the shift lever rod, both in and out, to no avail.
What did I do wrong? Did I miss something? Too tight, too loose?
 
Do you mean the end in the lower unit? If so, yes.
When I took the lower apart, two “pins” went flying out, spring loaded I learned!! One longer and beveled ends, one shorter and squared ends. These go against the detents on the shift rod lever. I looked on a diagram, it appeared the shorter one goes in first, with longer one against the shift lever. Is that correct?
