I have a 1979 70 hp 3 cylinder that starts right up on muffs but is a bit cranky in the river. will back pressure cause this ?

I have a 1978 85 hp Evinrude . I was inspecting it for rebuild , found a scratch below exhaust port in one cylinder, you can feel it with your finger nail but it doesn't catch. will honing it fix it or do i need to bore it? or will it matter below the exhaust port in the skirt area .?

i went to the river today and my 1979 70hp johnson was only running on one cylinder.when i got home and checked it out it was running on all three.the only thing i found was one ignition coil is leaking.I am thinking power pac.what do you think?:confused:
