My Suzuki DF2.5 4-stroke only starts without choke, and dies within a few seconds, over and over again. If I try to give it throttle it dies immediately. Where should I start looking or cleaning or adjusting?

When I run my Mercury 40hp EFI 4-stroke -02 at high speed, either at sea or at high idle speed, I get this alarm sound. I have a new impeller and a good tell-tale with cold water.
