Yamaha Outboard Trim Rods

When I attempt to lower the trim rods fully into the cylinders, they don't retract completely. As shown in the picture, one rod nearly goes all the way in, while the other remains more than halfway extended. What could be preventing the rods from fully retracting?

Is the reservoir full of hydraulic fluid?

Are you holding the down trim button down long enough?

Does it retract if you keep the pump running?-----Do they retract together when motor is resting on them?
