Yamaha 99 shift shaft adjustment

Need a little help on aligning

Need a little help on aligning the shift shaft on 9.9. Can't seem to get drive to be drive and so on. Thanks for any info.
 
Upon removal of the lower end

Upon removal of the lower end to replace water pump I loosened 10mm lock nut then the 10mm collar nut. Shift lever was in reverse for removal. After trying to reinstall I now have reverse in the nuetral position and nuetral is the drive position. Not understanding something in the Yamaha service manual. Hope this helps. Thank you.
 
put the shifter in reverse

then pull up on the shift shaft to put in reverse
then put it on

I have a Tohatsu 9.8 hp and wa

I have a Tohatsu 9.8 hp and was checking the impeller because it stopped pumping water.
Now I can't get the lower unit to slide all the way up to bolt it back in place.
The hsift rod seems to keep it from going all the way up.
Any one help me here? Trying to get out on the water.
