Yamaha 30hp 2 stroke Cdi problem

Hi my first post
Here is my problem and I hope somebody can help me find what the real problem is without it costing me thousands and still not find the problem.

When I first start my outboard it runs perfect and revs hard, but after I have warmed it up and give it full throttle the revs goes down to less than half , this will happen for about 15 min, and then this problem won't happened again. It's as if the fuel isn't getting though.

I am thinking it could be anything from:
Carby problem
Hand throttle problem
Or my boat mechanic said it's the cdi unit which will cost about $750 australia dollars.

If it is the cdi then why does it go away once the motor has run for a long time.

It's a yamaha 30hp tile steer cv 2 stroke
