yamaha 2000 75 hp - possible lock up?

ok, new to the forum guys, and new to outboard motors as well. i just acquired a early 2000 yamaha 75. when me and my father-n-law went to inspect over the weeked it seemed to be locked up. prop spins freely in neutral, but put in forward the and trying to move the prop, nothing. pulled the engine cover off and just a quick little look over, seems the starter is possibly engaged. could this be my problem? common sense would say yes, but im not 100% on this issue.
worse case sceniro, what would i be looking at to get it rebuilt(ball park would be nice) i have all the controls and everything so if i can put some money into im sure i could have a very relieable eng.

What you describe is normal. when in gear you can't spin the prop by hand. if the starter is engaged, pull it off and lube the shaft real good, then put it back on and pull the plugs and squirt some fogging oil in the cylinders and try to turn the flywheel by hand. If you can turn it by hand, then with a fully charged battery, put the water muffs on and try to start it.
