Yamaha 150 outboard issue

Just replaced the battery & starter. Turns over, clicks, but engine doesn't start.

Need to ask-----Was the battery bad ?----Tested it ?----Was the starter bad ?-----Tested / inspected cables ?----Could be a bad / loose connection on solenoid.-----Does the outboard motor itself turn and is not locked up ?

Why was the battery and the starter replaced?
