yamaha 115 not peeing

so i pulled my lower unit at the beginning of the winter and changed out the water pump which i've done 10 times. fast forward to now spring and startup i put motor on a bucket and completely submerged water pump started it and no water was peeing. i immediately figured i screwed something up with install of waterpump. I then put a water hose on flush connector, with engine off of course, and turned water on and still no pee. Now im wondering if its a clog in the water line instead of issue with water pump. I did remove water hose at half way point and no water was going through it with the flush hooked up and turned on, ANy ideas? Could it still be water pump if it nots peeing on hose connector? thnks all
