Wrong ignition installed?

My boat maintenance person replace my ignition switch but when I got the boat back it appears that it will not turn counterclockwise to battery only. There is only off and run (which energizes everything including the fuel pump etc.) Did he install the wrong ignition switch? Can you leave the ignition switch in the on position (when the engine is off but you want to use the radio etc. instead of turning it to the battery only position (like my old one)? Thanks!
 
Thanks… the old ignition switch was a four wire that had a battery (accessories) position where you turned it counter clockwise to the accessories position. The new one (I assume a three wire) has no accessories position. The service guys I use said just turn the key to the engine on position (without starting the engine) and will function the same as an accessories position. MAKE SENSE??
