WOT rpm's FOR 4.3 L omc

I am looking for a little info for my friend on his 1987 22 foot doral. It has a 4.3 l and an OMC cobra drive. He says his WOT rpm's are max at 3800. Does this sound right. It seems low to me, but I am not sure of this set up. Any help with this info would be greatly appreciated.

spec is 4200 to 4600

sounds like she's low on power (or the hull is dirty)
