WOT problem

Boat motor will not go over 3000 rpm when I first take it out but sounds good Will drive for about 5 minutes shut down for a few minutes then restart and go Now motor works fine does this 3 out of 5 time Have replaced filter and plugs,gas is new Someone told me to check neutral safety switch Could this be the problem?If so how do I check it. 1989 90 hp Mariner 3cyl Any imput would be greatly appreciated
 
The neutral safety switch prevents cranking if in gear.----Does nothing when motor is running.------Test run with another portable tank and hose.
 
Have had it out twice on portable tank No problems either time Going to try one more outing with it If it runs good the third time what do you suggest? Change Bulb? Fuel lines?
