89 Johnson 9.9 100lbs compression both cyl....have good spark &fuel won't star

Are you using a open air spark gap tester? It must jump a open air gap of 3/8 inch on both plug wires.

If you have good compression (you do), and if the spark will jump a 7/16" gap with a strong blue lightning like flame... a real SNAP..... and the choke closes as it should... then the normal cause is that the carburetor has fouled and requires cleaning and rebuilding as needed.

Flywheel key?----When you pull the choke knob is the flapper closing properly ?

Squirt some premix fuel in the carb throat once and see what happens.
