Won't start...Any help is appreciated

Hello, I am new to the forum and for that matter outboards in general. I recently obtained a 1993 Bass tracker with a 40 hp, 2 cycle Evenrude. The boat was a gift from a dear friend that passed away and it always ran perfect .....before I acquired it. I can't seem to get the motor to continue running once it starts. I completed these steps when trying to start: checked fuel, pumped the fuel bulb until hard, pushed in key to choke and turn ignition switch over. The engine starts but acts like it is starving for fuel and dies, also when i push in on the key to choke the motor fuel pours out around the small "red" switch that is mounted around an air fitting outlet, The "red" handle also has a crack that runs through it's outer ring.
Any help would be greatly appreciated.
 
I just see the cap in the parts diagram. If there is more to it can you expand on that?

I put the cap on the end and fuel still drips out. What position should the "red" handle be in and is it ok for the ring of the "red" handle to have a crack in it?
 
Repair parts are available for that electric primer valve.--Cheap to fix.----------There should be no leaks there at all.
 
Today I went out to check the electric primer valve and found a thick oil that had been dripping out behind the propeller and flowing down the skeg. Could I have done something to damage the motor by trying repeatedly to start the motor, or is this fuel dripping down from the primer valve ..........yet this is not fuel, it appears to be thick oil.
