Wont reach full rpms

I have a 85 nordic sunrunner 22 foot. It sat for about 5 years with a brand new engine and outdrive. It has the 5.7lx engine and I cleaned out the edelbrock carb very well and I can still only reach 3800 rpms which is 45 mph. What else am I missing or what should my next step be to get full rpms out of it.

1) Did it ever run right?
2) Same fuel??? IFSO drain and replace.
3) Replace fuel filter/seperator.
4) Merc disti caps "breath" ambient (moist) air with normal temperature and humidity changes and their life is not at all related to engine hours, but more closely related to hours installed on the engine, running or not (I've never gotten 3 seasons out of one!). Loosen the hold down screws and inspect the cap's interior. Unless its PRISTINE, replace the cap. You may get away with not replacing the rotor. If you have to replace the cap, replace it ONE wire at a time, bring careful to getting the orientation correct. The disti caps are marked for spark plug connections for BOTH CW and CCW rotation.... DO NOT GET THIS MIXED UP.

FYI...... Full WOT RPM is for testing purposes ONLY.
It is a test that we use to determine if the final drive reduction and the propeller are correct for the engine.
It is NOT an RPM that is to be sustained for any period, unless we want to shorten the life span of our engine!

Please explain.
Whether a Std LH rotation engine or a REV RH engine, the ignition distributor rotates in the standard direction.
