Hi. I had same problem with 1986 johnson 15hp,they almost same engines,just yours has larger cylinder bores. My problem with it was similiar to yours,it just wouldnt idle normally,it would stay running at arround 1500 rpm,a little less and it died.
I rebuilt car 2 times,new fuel pump,spark plugs etc,but still no luck. Compression was 100 psi on both cylinders. Problem is that on the 2 stroke engine,good compression reading does not mean it is 100 % healthy,because there is one more type of compression,that cannot be measured,it is when piston travels down after cumbustion and by traveling down it pushes fresh portion of fuel mix into cumbustion chamber. I my case piston rings were quite worn and end gap on them was .027" on top and .024" on the bottom,way to big,should be .005 to .015.
New rings and honed cylinders sorted that problem for me.
