40 years old on a shelf, still in original plastic. I should be able to connect it to 12v and test it to see it's working correct?

If not installed in the motor, it won't "do" anything when energized except become magnetic.

Is there anything else I can do to test it to make sure it is functioning properly. I believe the grooves around the outside of the coil is what acts as the ground right?

Yes, the outside grounds it.
