Wondering what the problem is..

I have a merc, 7.5 hp I think it is around a 70 year or so, I just got the carb rebuilt before then it wasn't ran for I dont know how many years, But I took it out on the lake and at idle speed is kinda like hick ups and before you know it, it cuts out dies steam or smoke rolls out the hood. but give it one second or two it will start right back up.. So what could be the deal??

Have you checked/ replace the water pump impeller.---------As far as the poor idling it may be as simple as opening the low speed mixture adjustment on the carburetor, or a leaking lower crank seal.------The leaking seal is fairly common and requires engine teardown to replace.

Open the idle mixture screw CCW about half a turn and see if that helps.
