Won’t turn over

Good day all,
I’m sure this is a repeat question. I have a 1984 Johnson 50hp,model j50belcrm that won’t start. It has been sitting for about 4 months. I put a brand new battery in, along with a new starter solenoid. Engine turns over but won’t start. There is brand new fuel, 50:1. I ran a compression check and the top cylinder is reading 60, bottom reading 120. I’ve pulled the head to do a visual and looks real clean, but the top piston seems to have a little play. I replaced the gasket with a new one. New plugs and wires, checked for spark 👍. 4months back compression was reading 115/120. The engine was stored properly, ran all the fuel out of the lines. What could have happened? Any advise would be a great
 
That’s what I was afraid of. Might not be worth the rebuild though. Any thought as to why the number are the way they are. It was running fine a few months back. Just finished restoring the boat.
 
Not sure what happened. Pulled the boat in the garage for the winter to replace center console and rehab the boat. Was on the water late January, running fine, pulled the fuel lines and ran her dry like I always do. Last compression check was a week before the rehab. 115/120. Was thinking maybe a ring froze up, soaked the cylinder with marvel and 2 stroke oil, but no change. I guess she had a good life, not worth the $$ for rebuild.
