Wiring Help 1988 Evinrude 48SPL

I have a 16 foot aluminum Deep V with a 1988 48 Evinrude SPL I have recently found out that the person I bought it from didnt know what he was doing when he wired the boat and all the wiring is now essentially useless and non operational. I was wondering if there was someone who could help me design and install a simple system.

It has to meet these requirements:
1. I need to have two batteries, one for starting and one for house.
2. The system will need to be able to handle lighting, fish finder, bilge pump, with the options of putting more components in the system.
3. It will need to have serviceable points for the wiring connections,
4. Every line will need to have a fuse.
5. Every line will need to be run in a parallel setup, not in-line.
6. The system should charge the two batteries while running.

Any help will be greatly appreciated. I will try and record all the information about the install in some manner for others to use as well.
 
More Information: Battery positive goes to starter solenoid, electric starter motor, Negative from battery goes to Side of engine ground location. There is a charging coil and rectifier.
 
battery switch and fuse block should handle basic DC wiring. note: with a 2 battery switch( off-1-all- 2) don' t switch from one battery to the other while engine running, it will probably fry the rectifier
