Will not shut off 1983 140 hp

I have 1983 140 Evinrude. Starts fine but when I turn the key off it keeps running. I pushed in the key to choke it till it shut down. ???????????

Check the ignition switch first.

Pull out the black/yellow cable from the power pack.
Start the engine, ground the black yellow.
If engine stops, power-pack ok and the trouble is in switch or harness.
Next connect the black/yellow (harness end) to an OHM-meter and ground.
With switch at 'stop', circuit should be shorted.

Kill circuit is:

Black wire from powerhead ground to powerpack. Black/yellow wire from powerpack to raised "M" terminal of ignition switch. Black wire from other regular "M" terminal of igniiton switch to ground.
