Will not run at slow Idel

I have a 1975 115 hp evenrude. It will not run at slow idel and is slow starting. Must crank it over alot. I have checked compression 110-112 each cylinder. Good spark. Fuel problem? right. So I changed fuel lines, fuel pump and new carb rebild kits in each carb with floots. Still has the same problem. Tryed to adjust idel settings. With no luck. It will start and idel but when you idel it down to shift it, It stalls in reverse. In forward if you gun it before it idels to low it will stay running and run well as long as you do not slow down to much. What do I check next? maybe vacume.

I have a 1995 150HP Envinrude withe the same problem. I rebuilt all 6 carbs. I have to start it by holding the throttle linkage open and I can maintain 1200-2000 RPM. The motor's normal idle RPM is about 800 but it just stalls out at around 900.

Set the engines idles at the required RPM while the motor is in the water and in forward gear. And fine tune the carbs.
