Why is my 1975 Johnson 25 hp hard to pull and will not stay running?

My 1975 Johnson outboard 25 hp is hard to pull and runs rough. Any suggestions?

Is the recoil pulley properly timed.?-----Yes the sheave is elliptical and arrows must be lined up when rope is fully retracted.
