Where would you start to look

89 Evinrude 25 == New water pump and housing assy. Not cooling. Force water into lower pump tube going up to powerhead and excess water runs out all exhaust discharge openings. water tell tube has a small discharge , almost like a drop, but is wide open and clean. What is the most likely place to have trouble?
 
If when forcing water up the copper intake water tube via a hose connection, there is only a very small water discharge exiting the water telltale outlet................

I would suspect that the rubber grommet that the top of the copper water tube inserts into is flawed... possible the tube being inserted at one time hit the edge of that grommet, folding it over which would effectively create a shut off valve. At any rate, that would be the first thing I'd look into.

There is also the possibility that a piece of an old broken water pump impeller is forced up in that area.

I know for a fact that the tube in question has never been out since brand new. I do know that most. if not all of the water is coming back out through the exhaust like it has no restiction at all. My thoughts are that the inner exhaust tube or the block is allowing the return.
 
Thanks for the ideas and suggestions. I am getting hot air under pressure out of the telltale hose and plenty of water out of the exhaust ports. I am going to pull the bypass cover and thermostat cover and hope for just a blown gasket and not a cracked water jacket.
