When to replace timing pulleys?

I am a new member to this forum and am looking for some advice. I am also a new owner of a AQ145a motor. I recently took it to a mechanic to winterize and look over the motor. He said I need to replace all pulleys because they are rusted. The boat was running good when I pulled it but not great. He wants 1700-2000$ to do it. Does this sound like it needs to be done?

I would like to see photos of the cogged pulleys. Most often, these can be cleaned up.

Equally as important, would be replacing the belt tensioner unit..... of which is the same p/n as the automotive unit, and for less money.

The parts are expensive but the difficult one would be the crank pully/sprocket. When I first took mine apart the intermediate pully was real bad from water leaking out the raw water pump and the crank pully was full of rust in the grooves. Sounds like a fair price if they replace all three and put a new idler pully on as well. A experienced mechanic can do it in a day depending on what you run into takeing it apart. Gaskets, seals and assorted parts add up real quick.
 
Thanks for the replies! I have to go down to the shop and take a look at it with them to really know how bad they are. Hopefully can do that this week. Is there anyway to clean them still attached to the engine? If cleaning is an option? Ill update the thread when I can get some photos.

Do not expect it to run any better with new pulley's. Plan on spending more. How much is the boat worth?
My pulleys are rusty where the belt does not touch.
 
The boat is a 85' trophy with the AQ145a engine. I bought the boat 8 months ago with 230 original hours on the motor. Was garage kept and in great shape. But I think it sat longer than I was told from the last time it ran. Had to pump the gas out and clean it real good. It ran great in the beginning of the summer but at the end I could t get it to go over 4500 rpm. I'm going to go look at the pulleys on Friday.

If. It was my boat, I would get it running right b4 worrying abt rust on pullys . If all ignition parts. OK. I'd look for crap in the carb and in the jets especially. BTW... Is bottom clean?
