What to do?

So here it is I am new to the inboard world and have a few questions. I recently bought a 1973 Reinell boat with and inboard Volvo Penta AQ170 motor with only 219 hours on her. It looks great and she turns when I crank her by hand so not seized yet there is minor spotted surface rust on the valves. What should I do about this? I changed out the oil and flushed and cleaned the fuel lines and carbs as well also changing plugs and wire also starter was bad as it got water in the bell housing from a bad bellows. So any thoughts or advice here?

Where is this rust on the valves? The stems? Was valve cover removed?If on the stems could damage guides&seals
